2022年3月5日，十三屆全國人大五次會(huì )議在京召開(kāi)，國務(wù)院總理李克強作政府工作報告。中國外文局所屬當代中國與世界研究院、中國翻譯研究院圍繞去年工作回顧，今年工作預期目標和部分重點(diǎn)工作等三個(gè)方面，根據中央媒體及機構發(fā)布的中英文內容，核改形成政府工作報告極簡(jiǎn)版漢英對照，供業(yè)界及相關(guān)人員參考使用。

一、去年工作回顧

國內生產(chǎn)總值增長(cháng)8.1%

Gross domestic product (GDP) grew by 8.1 percent in 2021.

居民人均可支配收入實(shí)際增長(cháng)8.1%

Per capita disposable income increased by 8.1 percent.

城鎮新增就業(yè)1269萬(wàn)人

A total of 12.69 million urban jobs were added.

新增減稅降費超過(guò)1萬(wàn)億元

Tax and fee reductions introduced last year totaled more than one trillion yuan.

疫苗全程接種覆蓋率超過(guò)85%

Over 85 percent of the population received a full course of vaccination.

二、今年主要預期目標

國內生產(chǎn)總值增長(cháng)5.5%左右

setting the GDP growth target for 2022 at around 5.5 percent

城鎮新增就業(yè)1100萬(wàn)人以上

planning to create more than 11 million new jobs 

居民消費價(jià)格漲幅3%左右

maintaining the consumer price index (CPI) at around 3 percent 

糧食產(chǎn)量保持在1.3萬(wàn)億斤以上

keeping overall grain output above 650 million metric tons

三、今年部分重點(diǎn)工作

財政：今年赤字率擬按2.8%左右安排，中央對地方轉移支付增加約1.5萬(wàn)億元、規模近9.8萬(wàn)億元

Finance: We have set the deficit-to-GDP ratio for the year at around 2.8 percent. Central government transfer payments to local governments will come to close to 9.8 trillion yuan. This figure represents a growth of around 1.5 trillion yuan.

政府投資：今年擬安排地方政府專(zhuān)項債券3.65萬(wàn)億元

Government investment: This year, special-purpose bonds for local governments will total 3.65 trillion yuan.

減稅：預計全年退稅減稅約2.5萬(wàn)億元，其中留抵退稅約1.5萬(wàn)億元

Tax reduction: Tax refunds and cuts are expected to total 2.5 trillion yuan this year. VAT credit refunds will account for 1.5 trillion yuan of this sum.

就業(yè)：使用1000億元失業(yè)保險基金支持穩崗和培訓

Employment: A total of 100 billion yuan from the unemployment insurance fund will be used to support enterprises in maintaining stable payrolls and providing training programs.

政務(wù)服務(wù)：擴大"跨省通辦"范圍，基本實(shí)現電子證照互通互認

Government affairs service: We will provide more government services on a cross-provincial basis and basically realize mutual nationwide recognition of electronic licenses and certificates.

消費：繼續支持新能源汽車(chē)消費，鼓勵地方開(kāi)展綠色智能家電下鄉和以舊換新

Consumption: We will continue to support the purchase of new-energy vehicles and encourage local governments to promote spending on green and smart home appliances in rural areas as well as the replacement of old home appliances.

創(chuàng )新：實(shí)施基礎研究十年規劃，實(shí)施科技體制改革三年攻堅方案

Innovation: We will press ahead with a ten-year action plan on basic research and implement a three-year action plan for reforming the?science and technology management system.

鄉村振興：支持脫貧地區發(fā)展特色產(chǎn)業(yè)，啟動(dòng)鄉村建設行動(dòng)

Rural revitalization: We will support areas that have been lifted out of poverty in developing distinctive local businesses and launch rural initiatives to improve infrastructure.

開(kāi)放：推動(dòng)與更多國家和地區商簽高標準自貿協(xié)定

Opening up: We will work to negotiate and conclude high-standard free trade agreements with more countries and regions.

環(huán)保：完善節能節水、廢舊物資循環(huán)利用等環(huán)保產(chǎn)業(yè)支持政策

Environmental protection: We will improve policies to support environmental protection industries in conserving water and energy and recycling waste and used materials.

教育：繼續做好義務(wù)教育階段減負工作

Education: We will continue our efforts to reduce the burden on students in compulsory education.

醫保：居民醫保和基本公共衛生服務(wù)經(jīng)費人均財政補助標準分別再提高30元和5元

Health insurance: Government subsidies for basic medical insurance for rural and non-working urban residents will be increased by an average of 30 yuan per person, and subsidies for basic public health services will be increased by an average of 5 yuan per person.

社會(huì )保障：完善三孩生育政策配套措施，發(fā)展普惠托育服務(wù)

Social security: We will improve the supporting measures for the three-child policy and develop public-interest childcare services.

住房：探索新的發(fā)展模式，加快發(fā)展長(cháng)租房市場(chǎng)，推進(jìn)保障性住房建設

Housing: We will explore new models for housing development, move faster to develop the long-term rental market, and promote the construction of government-subsidized housing.

文體：建設群眾身邊的體育場(chǎng)地設施

Recreation and sports: More sports venues and facilities will be built close to people's homes.

港澳臺：支持港澳發(fā)展經(jīng)濟、改善民生，堅決反對"臺獨"分裂行徑

Hong Kong, Macao and Taiwan: We will help Hong Kong and Macao develop their economies and improve the wellbeing of their people. We firmly oppose any separatist activities seeking "Taiwan independence".
