第五屆中國國際進(jìn)口博覽會(huì )開(kāi)幕式11月4日晚在上海隆重舉行。中共中央總書(shū)記、國家主席、中央軍委主席習近平以視頻方式出席并發(fā)表題為《共創(chuàng )開(kāi)放繁榮的美好未來(lái)》的致辭。中國外文局所屬當代中國與世界研究院、中國翻譯研究院，依托中國翻譯協(xié)會(huì )重大翻譯任務(wù)審評工作機制，圍繞講話(huà)中的重要表述、特色用語(yǔ)等，形成漢英對照摘編，供業(yè)界參考使用。

5年前，我宣布舉辦進(jìn)博會(huì )，就是要擴大開(kāi)放，讓中國大市場(chǎng)成為世界大機遇。

Five years ago, I announced the decision to hold the CIIE for the very purpose of expanding China's opening-up and turning our enormous market into enormous opportunities for the world.

開(kāi)放是人類(lèi)文明進(jìn)步的重要動(dòng)力，是世界繁榮發(fā)展的必由之路。

Openness is a key driving force behind the progress of human civilizations and an intrinsic path toward global prosperity and development.

中國將推動(dòng)各國各方共享中國大市場(chǎng)機遇，加快建設強大國內市場(chǎng)，推動(dòng)貨物貿易優(yōu)化升級，創(chuàng )新服務(wù)貿易發(fā)展機制，擴大優(yōu)質(zhì)產(chǎn)品進(jìn)口，創(chuàng )建“絲路電商”合作先行區，建設國家服務(wù)貿易創(chuàng )新發(fā)展示范區，推動(dòng)貿易創(chuàng )新發(fā)展，推進(jìn)高質(zhì)量共建“一帶一路”。

China will work with all countries and all parties to share the opportunities in its vast market. We will step up efforts to cultivate a robust domestic market, upgrade trade in goods, develop new mechanisms for trade in services, and import more quality products. We will establish pilot zones for Silk Road e-commerce cooperation and build national demonstration zones for innovative development of trade in services, so as to encourage innovation in trade and promote high-quality Belt and Road cooperation.

中國將推動(dòng)各國各方共享制度型開(kāi)放機遇，穩步擴大規則、規制、管理、標準等制度型開(kāi)放，實(shí)施好新版《鼓勵外商投資產(chǎn)業(yè)目錄》，深化國家服務(wù)業(yè)擴大開(kāi)放綜合示范區建設；實(shí)施自由貿易試驗區提升戰略，加快建設海南自由貿易港，發(fā)揮好改革開(kāi)放綜合試驗平臺作用。

China will work with all countries and all parties to share the opportunities from its institutional opening-up. We will steadily expand institutional opening-up with regard to rules, regulations, management and standards, put into full effect the new Catalogue of Encouraged Industries for Foreign Investment, and further develop the national integrated demonstration zone for greater openness in the service sector. We will implement the strategy to upgrade pilot free trade areas, accelerate the Hainan Free Trade Port development, and tap into their role as pilot platforms for comprehensive reform and opening-up.

中國將推動(dòng)各國各方共享深化國際合作機遇，全面深入參與世界貿易組織改革談判，推動(dòng)貿易和投資自由化便利化，促進(jìn)國際宏觀(guān)經(jīng)濟政策協(xié)調，共同培育全球發(fā)展新動(dòng)能，積極推進(jìn)加入《全面與進(jìn)步跨太平洋伙伴關(guān)系協(xié)定》和《數字經(jīng)濟伙伴關(guān)系協(xié)定》，擴大面向全球的高標準自由貿易區網(wǎng)絡(luò )，堅定支持和幫助廣大發(fā)展中國家加快發(fā)展，推動(dòng)構建人類(lèi)命運共同體。

China will work with all countries and all parties to share the opportunities from deepened international cooperation. We will engage fully and deeply in WTO reform negotiations, promote trade and investment liberalization and facilitation, and enhance international macro-economic policy coordination, with a view to jointly fostering new drivers for global growth. We will endeavor actively to join the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) and the Digital Economy Partnership Agreement (DEPA) to expand the globally-oriented network of high-standard free trade areas. We will firmly support other developing countries and assist them in growing faster, and promote the building of a community with a shared future for mankind.

“山重水復疑無(wú)路，柳暗花明又一村?！甭肪驮谀_下，光明就在前方。

"After endless mountains and rivers that leave doubt whether there is a path out, suddenly one encounters the shade of a willow, bright flowers and a lovely village." As this ancient Chinese poem indicates, the path is unfolding before us, and a brighter future beckons beyond. 

中國愿同各國一道，踐行真正的多邊主義，凝聚更多開(kāi)放共識，共同克服全球經(jīng)濟發(fā)展面臨的困難和挑戰，讓開(kāi)放為全球發(fā)展帶來(lái)新的光明前程！

China is ready to work with all countries to practice true multilateralism, build more consensus for openness, jointly overcome the difficulties and challenges confronting global economic growth, and make sure that our commitment to openness will bring about broad prospects for global development.
